Course Objectives:
- Be familiar with the concept of "Risk Management" and "Civil Liability" as it relates to the use of informants;
- Know the definition of "Informant" using Law Enforcement Lexicon and Distinguished Informants from other "sources" of information;
- Demonstrate an understanding onf the purpose and correct use of Informants;
- Identify the common ways of recruiting and developing Informants.
- Identify and explain the most common psychological factors that motivate Informants;
- Identify some of the common factors that deter people from Informing.
- Develop an appreciation of some of the dynamics of the Officer/Informant relationship;
- Understand the role and responsibilities of the Informant, the Officer (controller) and the Supervisor;
- Develop and understanding of the purpose and procedure for protection of informants and Informant Confidentiality;
- Be familiar with the basic knowledge of the administrative process for establishing, maintaining, and controlling Informants including Federal Laws; re: payment and IRS liabilities;
- Be aware of ethical and legal considerations in dealing with Informants;
