Course Objectives:

  1. Be familiar with the concept of "Risk Management" and "Civil Liability" as it relates to the use of informants;
  2. Know the definition of "Informant" using Law Enforcement Lexicon and Distinguished Informants from other "sources" of information;
  3. Demonstrate an understanding onf the purpose and correct use of Informants;
  4. Identify the common ways of recruiting and developing Informants.
  5. Identify and explain the most common psychological factors that motivate Informants;
  6. Identify some of the common factors that deter people from Informing.
  7. Develop an appreciation of some of the dynamics of the Officer/Informant relationship;
  8. Understand the role and responsibilities of the Informant, the Officer (controller) and the Supervisor;
  9. Develop and understanding of the purpose and procedure for protection of informants and Informant Confidentiality;
  10. Be familiar with the basic knowledge of the administrative process for establishing, maintaining, and controlling Informants including Federal Laws; re: payment and IRS liabilities;
  11. Be aware of ethical and legal considerations in dealing with Informants;
